8 Countries With High Safety Risks That Still Attract Tourists

Government travel advisories can look alarming on paper. Yet millions of people still book flights to places that carry cautionary labels, and plenty of them come home with nothing worse than a sunburn.

The gap comes down to geography. Most Level 3 nations include specific higher risk areas that the State Department says to avoid, so a warning often describes a few regions rather than the whole country. The eight destinations below show how that plays out, based on advisories as reported through 2026.

    Mexico

Mexico is one of the clearest examples of a patchwork. The U.S. advisory keeps Mexico at Level 2 overall, with numerous states flagged at Level 3 and Level 4 for crime and security concerns. Some coverage describes the national rating differently, so it’s worth checking the official page before you travel.

Tourists keep coming because the resort areas are rated separately. Quintana Roo, home to Cancún, Playa del Carmen, Tulum and the Riviera Maya, is categorized at Level 2. Popular beach destinations and major cities are Level 2, while some northern and western states carry Level 4 advisories due to cartel activity.

    Colombia

Colombia has held a Level 3 rating for some time. The advisory issued on March 31, 2026 says to reconsider travel due to crime, terrorism, civil unrest, kidnapping, and natural disasters. It’s a long list, and it’s meant to be taken seriously.

Visitors still arrive for Bogotá, Medellín and the Caribbean coast. Major cities like Bogota and Medellin have transformed significantly, according to one 2026 regional safety review. The State Department also flagged a specific scam, the use of sedative drugs to incapacitate tourists in bars or through dating apps.

    Jamaica

Jamaica’s rating has been in flux. The State Department updated its advisory, changing the guidance from Level 3 to Level 2, and the change was reported in January 2026. Some outlets still describe it as Level 3, which shows how quickly these labels get repeated after they change.

The underlying risk hasn’t vanished. Violent crime is a risk throughout Jamaica, and the government’s reported homicide rate is among the highest in the Western Hemisphere. Still, tourist areas tend to see lower rates of violent crime than the rest of the island, and over four million people visited in 2023.

    Egypt

Egypt sits at Level 3 and has for years. The advisory urges travelers to reconsider travel due to terrorism and the risk of unrest. Certain areas, such as parts of the Sinai, carry stronger warnings than the rest of the country.

The draw is hard to replace. Key tourist zones along the Nile and in the Red Sea resorts continue to draw visitors. Pyramids, temples and cheap winter sun keep Egypt on many bucket lists despite the official caution.

    Guatemala

Guatemala is another country on the Level 3 list. Countries with Level 3 advisories include Colombia, Egypt, Guatemala and Jamaica. The warnings generally center on crime and civil unrest.

Travelers still go for Antigua’s colonial streets, Lake Atitlán and the Mayan ruins at Tikal. Many visit with guides or organized groups, and they avoid the higher risk areas the advisory describes. That approach is common across Level 3 countries, since the rating applies broadly while real risk varies by place.

    Turkey

Turkey is one of the world’s busiest holiday destinations, and it also carries a government advisory. Egypt and Turkey sit high on winter wish lists for travelers seeking sunshine and cultural sightseeing, yet both are currently under advisory. The details depend on the region, and areas near the Syrian border are treated much more cautiously than the coast.

That regional split explains why tourism holds up. Istanbul, Cappadocia and the Aegean and Mediterranean resorts sit far from the border zones. As with any advisory, it pays to read the current wording for the specific region you plan to visit.

    Cyprus

Cyprus is a recent addition to the cautionary list, and its case is about geopolitics rather than street crime. Cyprus was raised to Level 3 on March 3, 2026, and the rise came as regional tensions spread across the eastern Mediterranean. That’s a different kind of risk from the crime concerns behind many other advisories.

Holidaymakers haven’t vanished, since the island’s beaches and old towns are popular with European visitors. An advisory like this reflects uncertainty in the neighborhood more than day to day danger for tourists. Anyone going should watch for updates, because the situation can change quickly.

    United Arab Emirates

The UAE is widely seen as one of the safest places to walk around at night, which makes its rating surprising. After the February 2026 hostilities between the United States and Iran, the State Department moved the region to Level 3, including the United Arab Emirates. The concern is regional conflict, not local crime.

Dubai and Abu Dhabi remain major hubs for stopovers and holidays. The warning reflects the possibility of spillover from nearby tensions, so travelers are weighing it against the country’s strong everyday security. Because the State Department reviews Level 3 and 4 advisories at least every six months, this rating could shift again soon.
