Walk onto a famous beach in July with a dog and you’ll often meet a sign that says no. Come back in January and the same sand can feel like it belongs to you and your dog. Many coastal towns flip their rules once summer crowds leave, and the cold months become the best time for a dog to run.
Dates and leash rules differ from town to town, and sometimes from one beach to the next within the same town. The eight places below are real examples with seasonal windows that include winter. Confirm the current rules with the town or park before you travel, since ordinances get updated.
Gloucester, Massachusetts

Gloucester is a working fishing port with some good beaches. Leashed dogs are allowed at Good Harbor Beach from October to March, and the beach is closed to dogs from April 1st to October 1st. The closing date was moved earlier than it used to be, because a city ordinance and state and federal laws protect nesting areas for piping plovers.
Good Harbor is a white sand beach where, at low tide, you can walk out to Salt Island. Wingaersheek Beach allows unleashed dogs from October 1st to April 30th, but only on odd numbered days. That odd day rule is easy to miss, so check the calendar before you go.
Ipswich, Massachusetts

Ipswich is home to Crane Beach, a long stretch of sand north of Boston that’s popular in summer. For dog owners, the winter months are the draw. Dogs are welcome between October 1 and March 31 and must stay leashed at all times.
A leash doesn’t have to mean a short walk. Off season, the long, open beach gives a dog plenty of room to cover ground with you beside them. Bring layers, because the wind off the Atlantic can be sharp in midwinter.
Barnstable, Massachusetts

On Cape Cod, Barnstable has one of the longer winter windows around. Dogs can visit Sandy Neck Beach during the off season, from September 15 to May 15. That covers the whole winter and much of the shoulder seasons on both sides.
Dogs must be leashed at all times when not in the water. Sandy Neck is a long barrier beach with dunes and a marsh behind it. It’s a place to walk at an easy pace rather than race around.
Rye, New Hampshire

New Hampshire’s coastline is short, and the rules there take some sorting out. Dogs aren’t allowed on any ocean beaches in the state parks. Rye’s town beaches are a different story.
For several of them, including Foss Beach, Cable Road and Sawyers Beach, dogs are always allowed in the off season. At Foss Beach, dogs can be off leash as long as they’re under voice control, though the beach is rocky. In summer, dogs are only allowed in the early morning and evening hours.
Ocean City, New Jersey

Ocean City is known as a family resort, and its summer rules are strict. Dogs are banned from the beach from May 1 through September 30, and from the boardwalk at all times. Winter is far more relaxed.
Leashed dogs are welcome on the beach from October 1 through April 30, with an extra closure on certain stretches from March 15 through April 30 for nesting. If you plan a late winter trip, look at where those closures apply. A January visit avoids that question completely.
Brigantine, New Jersey

Brigantine sits just north of Atlantic City, with a quieter and more residential feel. Leashed dogs are permitted on the public beaches from September 16 to May 14. That’s one of the widest windows on the Jersey Shore.
The beach is wide, open and backed by low dunes, so even a leashed dog has space to move. Cooler temperatures also make a long walk more comfortable for a dog in a thick coat.
Cape May, New Jersey

Cape May’s rules are the trickiest of the eight, so read the details. Sources disagree on the exact dates for the city’s ocean beach. One guide lists September 15 through May 15, with a leash required at all times. Another says dogs are allowed on ocean beaches from November 1 through March 14.
Either way, winter falls inside the window, but confirm with the city before you go. For a natural setting, Higbee Beach Wildlife Management Area on the Delaware Bay is open to dogs from September 1 through April 30. Sunset Beach has its own rule, and dogs are banned year round from the adjacent state park.
Carmel-by-the-Sea, California

Carmel is the exception on this list, because it doesn’t wait for winter. Carmel Beach allows dogs off leash, as long as they’re under the voice control of their owners. One guide notes the beach can be enjoyed all year, even during the colder winter months.
Some conditions apply. Dogs must have a current license and up to date vaccinations, respond to voice command and stay in visual control. Dogs must be on leash at Carmel River Beach, so choose the right beach for your dog.
